Urayasu City, Tokyo, Japan. Located in the southeastern corner of Tokyo, bordering the sea. From here to the core of the city, vast tracts of land had been contaminated by Godzilla’s breath over a dozen days ago. The excessive radiation was enough to make Geiger counters max out and crash.

In this area, undoubtedly no longer fit for human habitation, several helicopters equipped with radiation shielding hovered over the waters outside the harbor. Takayuki Yagami had, in the end, failed to escape with his detective agency. The understaffed Monarch organization was not about to let them go now. Professor Serizawa had designated a survey team led by Joe Brody, provided them with a few helicopters, and stationed them permanently in Urayasu.

However, with such a massive catastrophe unfolding in Japan, having a powerful organization to rely on—Yagami, who had navigated the gray areas between law and crime for years, couldn't tell if this was a blessing or a curse.

"Brody-san! Is the equipment still working?" With the sonar locator silent for too long, Yagami shouted over the roar of the helicopter.

"Can't you be quiet for a second!" Joe, the white-haired old man, retorted impatiently while tinkering with his instruments. "Do you have any idea what kind of trouble it is for the sensors to have such a powerful source of interference nearby? I have to zero out all the data and recalibrate everything! Dammit!"

As he spoke, Joe pointed toward the center of Tokyo, where the tip of a towering tail could be seen rising among the skyscrapers.

"Exactly, Arong! If you don’t understand the tech, stop barking orders!" Kaito, sitting nearby, chimed in with a cheerful jab.

Yagami didn't mind the mockery from his old partner. It had been like this for years. He just vaguely felt that the sound of the waves seemed louder today, enough to partially drown out the noise of the helicopter rotors mere feet away.

"Splash! Splash!" He leaned his hazmat-clad head out of the cabin, scanning the sea surface below with confusion. Debris from houses and ships floated on the water, with the occasional corpse of a sea creature or human flickering in the surf. It had been unsettling at first, but after seeing it so often, he had become numb.

Gaining nothing, Yagami pulled his head back into the cabin, looking worriedly at the still-busy Joe. Suddenly, the Geiger counter hanging on Joe’s chest caught his attention.

"Joe."
"I told you not to bother me!"
"Joe!"

Yagami’s shout snapped Joe out of his complex data. He then saw Yagami pointing at his chest, eyes wide. "That radiation reading... it’s dropping, isn't it?"

The old man finally reacted, examining the palm-sized instrument. Its reading wasn't just "dropping"—given the decay rate of radiation, it was plummeting! The two exchanged a look of shock, then leaned out of the cabin together.

At that exact moment, "BOOM!"

A massive entity surged from the depths of the ocean, dragging deep-sea currents with it. The roar of the surging waves completely overwhelmed the sound of the helicopter rotors!

"THUD!"

A giant clawed forelimb gripped the battered harbor of Urayasu. Without much effort, a bus-sized chunk of concrete was crushed and fell into the sea. The three men in the helicopter stared, dumbfounded, at a figure that was just as massive as the silent Godzilla in the center of Tokyo, perhaps even more stout and imposing.

The giant body emerged from the sea; the water cascading off it was like a waterfall to any human. It didn't even notice the bugs buzzing around it.

"Quick, quick! Notify Serizawa! Another Godzilla has come ashore here!" Yagami, the first to snap out of his stupor, frantically shook Masaharu Kaito, who was holding the radio.

Rando Yaguchi, having just put down his phone, was nearly losing his mind! The authentic Godzilla from Monarch’s files had actually come ashore at such a close location at this very moment!

What was it here for? To protect its kin? Or, as Professor Serizawa suggested, to eliminate its own kind for the sake of Earth's ecological balance? If it were the latter, that would be fine. Giant beasts fighting caused far less damage to a city than nuclear weapons, right?

But... did he dare gamble on that? Having entered politics to revitalize a country in decline, was he now to stake the nation's hope on the instincts of a beast? It was ridiculous!

With that thought, Yaguchi’s eyes hardened. He had made his decision. He reached out and pulled his assistant over. "Shimura, where is the execution team for the operation?"

"Today is the second field exercise." The assistant replied without hesitation, fluently marking a circle on the map. "They should all be here."

"Excellent. Not far from the silent Godzilla. Can they be deployed immediately?" That was the question Yaguchi cared about most.

"During the field exercise, everything is to wartime standards, except for the fact that the water pumps are filled with coolant instead of water."

"Thank God." Yaguchi let out a breath of relief. This was incredible news. He immediately issued the order. "Move the team to the combat positions and fill the pumps with coolant."

"Minister?" The assistant looked at his superior in surprise, having not received the memo.

"We are starting the operation now, Shimura! Another Godzilla has landed!" He slammed his hand onto the assistant’s shoulder, which had stiffened at the news. Yaguchi continued with a near-maniacal resolve: "We cannot rely on the instincts of that beast! At least before they meet, we must take one of them down!"

"Go!"

For Hakudo Kyou, he was quite lucky; after he emerged from his basement training, barely a day had passed since the three of them had donned their hazmat suits before the notice of an accelerated operation was issued. He used the communication device inside his suit to contact Hideki Nogi while starting the Katagiri family vehicle in the shelter. The bulky suit was extremely cumbersome.

"What's going on? Moving up the operation is no small matter!"

"Another Godzilla has landed in Urayasu and is already heading for the center of Tokyo."

Now Hakudo understood. An opponent capable of rivaling a nation had just doubled in number! Rando Yaguchi’s plan was sound, but unfortunately, fate had other ideas.

As the excited and expectant Hisayasu Takemoto and Saeko got into the car, Hakudo calculated the remaining time for the operation.

"No, not a few hours. Less than an hour. And that’s only thanks to the United States garrison starting to intercept it." Nogi retorted to the youth's calculation in a grave tone.

Hakudo was puzzled. "At 13 kilometers per hour, it should take several hours to get from Urayasu to the center of Tokyo."

"Compared to the Godzilla that is already silent," Nogi took a deep breath, "this newly landed one is moving as fast as a Shinkansen!"
